JOB SUMMARY
RSG, an Equal Opportunity Employer, is seeking a dynamic and analytical professional
interested in community development, public engagement and affordable housing, to join
our consulting team as an Analyst. This role supports public agency and developer clients
through research, analysis, compliance oversight, and program administration activities
related to affordable housing and community development initiatives. The Analyst will assist with monitoring affordable housing portfolios and ensuring compliance with regulatory agreements, funding requirements, and applicable federal, state, and local regulations.
 
RSG’s corporate address is in Vista, California. We have three hubs in California (Vista, Los
Angeles, and Oakland,) where we will be collaborating periodically as a team. We will
consider candidates within commutable distance from our Vista Hub located at 170
Eucalyptus Ave., Suite 200, Vista, CA 92084 (preferred) or Los Angeles Hub located at 1150
S. Olive St., Los Angeles, CA 90015. Our hybrid work environment typically involves 3-4 days a week working from home and 1-2 days a week working at the nearest hub location, or in the field. Equipment and stipends to support work-from-home capabilities will be provided by the company upon employment.
 
The Compliance Monitoring Analyst responsibilities include conducting research and data analysis, performing compliance monitoring reviews and audits, conducting on-site inspections, evaluating eligibility requirements, maintaining compliance documentation and monitoring tools, preparing reports and correspondence, and supporting client engagement activities. The position works collaboratively with city/county staff, developers, property management teams, nonprofit organizations, and internal staff to promote regulatory adherence and effective program implementation. The ideal candidate demonstrates strong analytical and organizational skills, attention to detail, excellent customer service, and the capacity to translate complex requirements into practical recommendations and client focused outcomes.
Other responsibilities may include customer service-related activities for relocation projects, program implementation and administration, and other engagements as needed.
 
QUALIFICATIONS
• Minimum of 2 years of full-time experience in a related field; BA/BS Degree
• Proficiency in research and analysis
• Proficiency in Excel and data analysis
• Strong written and verbal communication skills

• Ability to produce concise and direct work for decision-makers
• Detail-oriented with exceptional organization and time management skills

PRIMARY RESPONSIBILITIES

o Intermediate to advanced Excel spreadsheet preparation and formatting/charts

OTHER REQUIREMENTS
• Experience in data analysis, data visualizations, and writing
• Willingness to learn new concepts, research methods, and software
• Proficient in Microsoft Office 365 for Business
• Familiarity with macOS preferred
• High-speed internet access during the work-from-home period
• Valid California Driver's license, car, and car insurance
Preferred: Spanish language proficiency (written and verbal)
Preferred: Relevant certification of compliance in affordable housing programs
related to HUD, HOME, and LIHTC
Preferred: Proficient understanding in affordable housing funding sources
compliance (HOME, LIHTC, HCD, Etc.)
 
JOB DETAILS
• Type: Full time, hybrid position (40 hours/week)

• Salary: $68,000 - $92,400 (commensurate with experience)
