JOB SUMMARY:
RSG, an Equal Opportunity Employer, is seeking an Associate to support its LAFCO-related practice area in the
Los Angeles area. The position will support Municipal Service Reviews (MSRs), Sphere of Influence (SOI) updates,
annexations, reorganizations, governance studies, and other proceedings conducted pursuant to the CorteseKnox-Hertzberg Local Government Reorganization Act. The ideal candidate will have experience working in or
with local government agencies and strong analytical, technical writing, and project management skills.

The hybrid position will require in-person attendance at our downtown Los Angeles hub: 2x a week for first 90
days, 1x a week thereafter.
QUALIFICATIONS
• BA/BS with master’s degree or BA/BS with minimum 6 years of work experience
• Experience preparing reports, memoranda, presentations, and public-facing documents for governing
bodies, commissions, or executive leadership
• Ability to analyze and synthesize governance, service delivery, operational, demographic, and financial
information
• Advanced knowledge of Excel, Word, and PowerPoint
• Ability to communicate efficiently, effectively, and leverage client/network relationships
• Highly organized and capable of adapting their style to meet the needs of our team and our clients as
necessary
• Experience working with LAFCO, cities, counties, special districts, and/or other public agencies
• Familiarity with the Cortese-Knox-Hertzberg Local Government Reorganization Act, Municipal Service
Reviews (MSRs), Sphere of Influence (SOI) studies, annexations, reorganizations, and/or related local
government planning processes

PRIMARY RESPONSIBILITIES
Key Tasks
• Prepare and oversee Municipal Service Reviews (MSRs), Sphere of Influence (SOI) updates, annexation
studies, governance analyses, and other LAFCO-related studies and proceedings
• Manage projects, teams, work products, schedules while keeping Partner-in-Charge informed and
updated
• Coordinate with public agency staff, consultants, stakeholders, and project partners to obtain information
and facilitate project progress
• Advanced research, data collection, and analysis (including discovering new data source, improved
research, and collection methods)
• Public presentations/marketing interviews
• Mentor and oversee junior staff, including review of technical analyses, written deliverables, and project
coordination tasks
Consulting
• Constantly identify ways to improve products and services delivered by RSG within the context of each
situation and contract
• Listening and adapting to needs of different clients directly
• Model a commitment to sound research, analysis and master the ability to communicate both verbally
and in writing

OTHER REQUIREMENTS
• Willingness to learn new concepts, research methods, and software
• Familiarity with macOS preferred
• High-speed internet access
• Valid California Driver's license, car, and car insurance
• Preferred: Spanish language proficiency (written and verbal)
JOB DETAILS
• Type: Full time, hybrid position (40 hours/week)
• Benefits: Health insurance, paid time off, flexible work schedule
• Salary: $107,200 - $152,800, commensurate with pertinent experience
